Regarding Mutual Recognition Application for Singapore CLS & JC-STAR
As of June 1, 2026, mutual recognition with the Singapore CLS (Cybersecurity Labelling Scheme) has started. The specific procedures for mutual recognition, implemented through CLS conformance label acquisition and JC-STAR conformance label acquisition, are as follows:
For the applicants wishing to apply for a JC-STAR conformance label for products with the Singapore CLS label
Summary
- 1. Products compliant with Singapore’s Cybersecurity Labelling Scheme (CLS) are recognized as partially meeting the conformity criteria required for JC-STAR ★1. Accordingly, checklist items that correspond to such compliant requirements may be exempted in the JC-STAR conformance checklist.

- 2. Currently, only JC-STAR-1 is operational under the JC-STAR.
- 3. Upon approval of conformance through the application process below, the JC-STAR-1 conformance label will be issued.
- 4. For future STAR-2 or higher standards, conformance with the above three conformance requirements will also be recognized.
Procedure for JC-STAR Conformance Label Application
1. The applicant shall submit the "Application Form for CLS-Labelled Products" and the "Checklist for Products with CLS-Labelled Products" to the address below. The applicant can complete them in English. When completing the checklist, please refer to the documents at “STAR-1 Conformance Requirements and Assessment Procedures.”

2. To confirm compliance with CLS, the applicant shall submit a "CLS label" or provide the URL where it is published at the time of application. Additionally, for STAR-3 or higher applications, submission of the "CLS label" is also required to the JC-STAR Evaluation Bodies.
3. For CLS-Labelled products, the application fee is reduced. For STAR-1 applications, the fee is 140,000 yen (tax included) (the standard application fee is 198,000 yen (tax included)).
4. The initial validity period of the JC-STAR conformance label is two years. Through extension procedures, STAR-1 and STAR-2 labels can be extended in two-year increments. STAR-3 and STAR-4 labels can be extended in one-year increment, with recertification required five years after initial acquisition. Refer to the JC-STAR website for details
For the applicants wishing to certify compliance with the Singapore CLS for the JC-STAR conformance labeled products
- 1. Applicants with JC-STAR certified products who are interested in obtaining the CLS label may do so via the MRA route by applying for the Cybersecurity Labelling Scheme for IoT (MRA) through the GoBusiness portal. To facilitate the application process, applicants are required to complete the relevant form and submit their JC-STAR label.

- 3. For clauses assessed as 'non-compliant' or 'partially compliant' as stipulated in the MRA Annex, applicants are required to submit the supporting evidence to us at cls_iot@csa.gov.sg.
- 4. Please note that applicants under the MRA route will not be required to engage a testing laboratory for this process, and a CLS application fee of S$51 will be applicable. Please note that no separate payment is required to IPA.
