IPA Overview
In order to clearly communicate the role expected of IPA and its future direction to both internal and external stakeholders, and to better meet the expectations placed upon the organization, IPA is undertaking a comprehensive rebranding initiative under the direct leadership of its Commissioner.
As part of this effort, we are renewing our brand identity by introducing a new tagline, “Beyond Digital.” In addition, our English name will be changed from Information-technology Promotion Agency, Japan to Innovation Platform Agency, Japan, accompanied by the new logo that embodies this vision.
Digital is no longer simply an industry or a tool for efficiency.
It has become the foundation that supports all industries and social activities, shaping the future of our entire economy and society.
As these changes unfold, the role expected of IPA continues to expand.
Behind this lies new expectations from the public, as demonstrated in recent years through legislative revisions related to IPA and the addition of its new responsibilities.
Specifically, IPA—once focused on promoting the adoption of information technology—has broadened its scope to encompass areas such as AI, data, cybersecurity, digital talent development, regulatory and institutional design, and strategic technology support.
IPA must not only respond to these changes but also take responsibility for supporting the transformation of the economy and society, safeguarding security, and advancing the implementation of new forms of value.
What role is IPA meant to play?
What is its purpose, and what value will it deliver to society?
IPA’s rebranding initiative is a step toward clearly defining the organization and its vision.
IPA once worked under the banner of “Better Life with IT,” advancing progress in our society with information technology.
The aspiration remains unchanged today.
In an age where digital technologies form the very foundation of society, however, the challenge is no longer just to promote the technology but to create real value in people’s lives and industries with freedom, prosperity, security, and trust.
AI, data, talent, rules, trust, and security—innovation can truly take shape only when these elements are interconnected and operate as part of a cohesive structure within society.
IPA aspires to go beyond digital, toward an economic and social system that is more open, more resilient, and capable of sustaining continuous challenge and growth.
“Beyond Digital” expresses this commitment.
To better reflect IPA’s current role, we have decided to update its English name.
The name “Information-technology Promotion Agency” has represented IPA in an era when its primary role was to promote information technology.
Today, however, the role required of IPA now goes far beyond this, encompassing:
Developing a talent pipeline.
Connecting data.
Building trust.
Enhancing security.
Supporting strategic technologies.
Bridging rulemaking, institutional design, and real-world implementation.
What is needed to achieve these elements is a structure in which diverse stakeholders, while maintaining their respective roles and autonomy, can co-create value on shared rules and a common platform.
To better reflect IPA’s current role and surroundings, we present “Innovation Platform Agency” as IPA’s new English name.

The North Star serves as a guiding light for society in an era of disruptive changes.
IPA will work with diverse stakeholders to help them navigate through turbulent times and bring this vision to life.
The circle represents a platform that connects diverse stakeholders and supports their value co-creation.
It also reflects IPA’s role as a quiet yet essential force that supports the functioning of society as a whole.
The previous logo was expressed in uppercase as “IPA.”
In the new logo, we adopt the mixed-case form “Ipa,” combining uppercase and lowercase letters.
It reflects our vision of IPA not as a dominant force at the forefront, but as a platform that quietly supports from below—connecting and empowering industry, government, academia, local communities, and challengers—as we move forward together to transform the economy and society.
IPA does not pursue a technology-centric society.
Rather, it strives for an economy and society in harmony with people, nature, and future generations—where everyone feels empowered to take on challenges and has the space to bounce back from failure.
The new logo embodies IPA’s commitment to supporting such a society from the foundation up.
We have adopted “IPA Blue” as our primary color.
Based on indigo—a color that evokes a sense of Japan—this palette expresses trust, robustness, public value, and the sense of stability that underpins the digital society.
For the secondary colors, we adopted hues that evoke essential elements of nature—water, greenery, and earth—fundamental to human life.
These are complemented by red, which reflects human activities, and purple, which represents the culture that emerges from it.
Digital is not separate from nature or human society.
Technology brings true prosperity only when it functions in harmony with people, nature, and future generations.
This color palette conveys both the sense of trust as an infrastructure supporting the digital society and a perspective that values the human and cultural activities that emerge from it.
This brand identity renewal is not a declaration of a finished state of IPA’s progress.
Rather, it is an expression of our commitment to continually live up to the trust placed in us by the public and to responsibly demonstrate the evolving role of IPA.
As society evolves, so must public institutions.
As expectations shift, their roles must continue to evolve as well.
