Modern software engineering is globally transitioning to building block architectures to enable agile development. This development approach involves designing multiple functions and services as components (modules) and rapidly combining them to build resilient, reusable systems.
The technological foundation underpinning this transformation is open-source software (OSS). Many of the building blocks are developed and shared as OSS, and achieving modularity and interoperability in modern system design is difficult without leveraging OSS.
However, OSS cannot deliver its true value simply by being "used." OSS is not something provided unilaterally by someone else; it is a "co-creation infrastructure" that can only be nurtured into components aligned with your requirements by participating in its development, improvement, and maintenance.
IPA serves as the core driving force to enhance the entire Japanese society's capacity to participate in and utilize OSS. Our mission is to contribute to fostering a culture, designing systems, and developing talent that creates, nurtures, and supports OSS—the technological foundation for Japanese society to establish technical independence and drive software engineering transformation (software modernization).
The entities involved in OSS are the players themselves—companies, government agencies, educational institutions, and developers—and the IPA functions as a partner supporting their autonomous actions.
