IT SMEs are a big power that support Japan’s IT industry, but in reality are at a disadvantage for various reasons when compared to major IT enterprises. IPA wants to contribute to the strong development of the entire IT industry by supporting the activities of such IT SMEs.
IPA established the IT Vendor HRD Award for SME for Excellence to honor IT SMEs that achieved results in nurturing human resources. The awarded enterprises have higher name recognition and can, of course, expect to reap benefi ts when recruiting personnel and in business transactions. The purpose of the award is for all participating enterprises to diagnose the state of their human resource development and have the opportunity to receive suggestions for nurturing even better human resources.

Many IT SMEs are at a disadvantage when compared with major IT enterprises, because they have less accumulated development achievements and knowledge. IPA supports the improvement in the development environments of such enterprises by providing them with a Software Development Project Visual Tool, which helps engineers quantitatively grasp software development progress, the Quantitative Data-based Project Diagnostic Tool, which enables enterprises to evaluate their projects against other corporate examples, the Stand-alone Project Diagnostic Tool, which helps engineers objectively grasp project characteristics and direction, and other tools.
