Discovering and developing outstanding human resources is a crucial issue for the future evolution of today’s IT-based society. IPA runs a socially meaningful project for the active discovery and development in the early stages for superior human resources, the next generation of our IT-based society.
IPA runs the Exploratory IT Human Resources Project (The MITOH Program) with the aim of discovering and developing outstanding human resources with the creativity and capability to create new IT markets. Coaches (project managers) who have excellent skills and achievements, discover and nurture the "creators" chosen through public advertisement. To date, the project has produced 238 "Super Creators" ? certified special outstanding human resources - who are active in a various fields around the world as human resources, opening new IT fields.

IPA sponsors a free camp-style training program for
young people under 22 years old with a specifi clevel of
IT knowledge and skill. People in the fore of their fields
are invited as lecturers to teach at this annual camp.
The aim of the camp is the early discovery and nurturing
of advanced IT human resources. For the participants,
the camp is a place to learn practical knowledge about
the latest technological trends through intensive lectures
and is a ideal chance to think about their futures. New
communities and human networks are expected to arise
from these young people interacting and studying with
like-minded people.
Accordingly, IPA focuses on expanding the base to
discover and nurture advanced IT human resources
in the younger generation, and providing them with
opportunities to meet people from various companies
through the close cooperation with Security Camp
Executive Committee established by private companies
and related organizations.
The software industry is expected to be a leading force in regional economic growth. "New Enterprise Support Organizations" are designated by local governments to develop IT-related human resources. 14 local software centers across Japan funded by IPA are included among this type of organization. IPA, in collaboration with these "New Enterprise Support Organizations", is focusing on supporting the development of regional IT human resources, and the computerization of SMEs.
IPA is also organizing a learning system and creating a model curriculum for nurturing IT engineers who can use open source software (see pp. 18–19). This model curriculum is being used for joint Japan-China-Korea studies into human resource development.
